Abstract
The newsletter is intended to strenghten communication between research workers and the individuals, organizations, and agencies concerned with public action relating to natural hazards. The feature article concerns flash flood warnings and the need to improve the ability to deliver forecasts in time to prevent or minimize loss of lives by increasing community involvement. Other articles describe a comprehensive reorganization of the federal government's emergency preparedness and disaster response programs, a new federal water policy, seismic safety incentives, consumer response to drought, flood insurance emphasis, a new flood policy proposed for France, new research at FDAA, and NFIP constitutionality. Announcements of national and international conferences, symposia, and workshops to be held at listed as well as the availability of newly published proceedings. This issue also reviews recent publications in the field of natural disasters. Descriptions of newly awarded grants include: research evacuation plans, earthquake risk and damage in central U.S., community decision-making, improving flood insurance studies, and animal behavior and earthquake prediction.
