Abstract
FEMA has prepared a Final Programmatic Environmental Assessment for Typical Recurring Actions Resulting From Flood, Earthquake, Fire, Rain, and Wind Disasters in California (PEA), which assesses common impacts of the action alternatives that are under consideration at the proposed project site (FEMA 2003). The PEA adequately assesses impacts from the action alternatives for some resource areas, but for the specific actions of this particular project, some resources are not fully assessed in the PEA. For the proposed project, FEMA has prepared this Supplemental Environmental Assessment (SEA) to evaluate the impacts of the proposed project. The SEA tiers from the PEA, supplementing information relevant to the proposed project. The SEA hereby incorporates the PEA by reference. The SEA has been prepared according to the requirements of the National Environmental Policy Act of 1969 (NEPA), the Council on Environmental Quality (CEQ) regulations implementing NEPA (Title 40 Code of Federal Regulations (CFR) Parts 1500 1508), and FEMAs implementing regulations (Title 44 CFR Part 10).
