Abstract
FEMA has prepared the Final Programmatic Environmental Assessment for Typical Recurring Actions Resulting From Flood, Earthquake, Fire, Rain, and Wind Disasters in California (PEA), which assesses common impacts of the action alternatives that are under consideration at the proposed project site (FEMA 2003). The PEA adequately assesses impacts from the action alternatives for some resource areas, but for the specific actions of this particular project, some resources are not fully assessed in the PEA. Therefore, for this specific project to comply with the National Environmental Policy Act (NEPA), this Supplemental Environmental Assessment (SEA) has been prepared to tier from the PEA and fully assess the additional impacts to resources that are not adequately addressed in the PEA.
