Abstract
Development of the prototype Earthquake Advisory Service (EAS) is reported. The EAS is designed to provide direct technical assistance and written materials to advise people who wish to make informed decisions about earthquake hazard reduction in their residences. It is intended also to be adapted to local conditions by community-based agencies. The EAS prototype involved the testing of early assumptions about program implementation, establishment of a systematic methodology review process, and a review of published information pertinent to the project. It combines the concept of housing advisory services and traditional consulting engineering services with self-help or contracted construction. Operational procedures of the program and the process leading to implementation guidelines are described. Variations and alternatives of the EAS prototype, related issues, and recommendations are presented. The appendices provide background information on housing advisory services and an EAS advisor's field kit, including instructions for conducting a field visit and a representative recommendation package.
