Abstract
The way in which thirteen California communities plan and implement seismic safety policies is examined. Seismic Safety Elements (SSEs) are discussed and it is pointed out that very few of the jurisdictions have fully implemented even some of the land use objectives stated in their SSEs. No jurisdiction has allocated money to implement its SSE. In number and significance, steps taken to reduce seismic risk differ from one community to another. These variations are attributed to five factors which facilitate or influence the adoption and implementation of risk mitigation policies by local governments: state mandates, previous earthquake experience, staff ability, attitudes of local government leadership and staff, and resources.
