Abstract
Primer for Design Professionals: Communicating with Owners and Managers of New Buildings on Earthquake Risk (FEMA 389) has been developed to facilitate the process of educating building owners and managers about seismic risk management tools that can be effectively and economically employed by them during the building development phase-from site selection through design and construction-as well as the operational phase. Written principally for design professionals (architects and structural engineers), the document introduces and discusses (1) seismic risk management and the means to develop a risk management plan; (2) guidance for identifying and assessing earthquake-related hazards during the site selection process; (3) emerging concepts in performance-based seismic design; and (4) seismic design and performance issues related to six specific building occupancies-commercial office facilities, commercial retail facilities, light manufacturing facilities, healthcare facilities, local schools (kindergarten through grade 12), and higher education facilities (universities).
